Hutton St. 21 LLC Presents Redevelopment Plan for Hamilton Township

HAMILTON, NJ (GovWire) - Hutton St. 21 LLC presented their proposed redevelopment plan for a property located at 4148 E Black Horse Pike in Hamilton Township during a recent committee meeting. The plan includes the construction of a new Mod Wash Express car wash on the site, which has been vacant and underutilized for over 20 years.


Christopher Burr, an attorney representing Hutton St. 21 LLC, introduced the company and their proposal. He stated that Hutton is a developer who is developing Mod Washes in multiple towns throughout New Jersey and in South Jersey, in particular. He also explained that Mod Wash is a state-of-the-art sustainable express car wash that emphasizes sustainability by reclaiming and recycling a substantial portion of the water used in the car wash operations and using environmentally friendly cleaning solutions.


The proposed hours of operation for the car wash are 8:00 AM to 8:00 PM every day of the week. Burr also mentioned that the company had proposed a change to section 6B1P of the proposed plan, which addresses a sanitary sewer easement that crosses the property. The company has been in discussions with the township to soften the language of the plan to work with the HMUA on any requirements they may have for the existing easement.


Bill Gilmore, the project engineer, provided more details about the conceptual site plan. He explained that the site is a unique shape and has wetlands on the tract, which makes it not usable. The proposed layout includes an entrance from the Black Horse Pike or from McKee Ave, a point of sale system, and a vacuum area that provides self-serve vacuums available to customers free of charge.


During the discussion, Bob Watkins, the Township engineer, expressed concerns about the vacuum structures being permitted within the 50-foot front yard setback, with a minimum setback of 12 feet for vacuum structures. He stated that he was against these structures being in the front yard and recommended that the planning board not grant that request. Watkins also suggested that the company provide a better rendering of the vacuum structures prior to the planning board meeting.


Committee member Mr. Schenker made a motion to move the plan forward to the planning board for review and recommendation. The motion was seconded and passed with a roll call vote. The planning board will review the plan for master plan consistency and provide their recommendation to the committee.


The proposed redevelopment plan for Hutton St. 21 LLC will continue to be discussed and reviewed by the planning board and the committee. The outcome of the plan remains to be seen, but the company is hopeful to become a part of the Hamilton Township business community and bring the property back into productive use.
